Jammu Municipal Committee used to render endless civic duties in the past despite its nominal staff and limited resources. After unimagined expansion of the city of temples upto Lakhanpur, Jammu Municipality has been upgraded to Jammu Municipal Corporation having Mayors, different top sections, adequate all-round staff, most modern facilities and sufficient resources. But comparatively, the overall performance of JMC is practically very poorer than the old Municipality. Services are dissatisfactory, careless, delayed and below the mark. Actually Jammu Municipal Corporation is becoming a Complaint Box now just like ceremonial complaint boxes of passenger buses, Banks etc despite its strong allevation and growing responsibilities. The poor and pathetic condition of the historical city transparently reflects JMC's half-hearted sympathies towards citizens. Civic problems are mounting like anything. And the ceremonial English Advertisement is circulated by JMC authorities liberally now and then to explain and register its civic duties without doing anything: "For any problem about Sanitation, Dead Animals lifting, stray cattle, Lights, Encroachment, Adulteration, Unauthyorised construction, kindly inform us to serve you Better." Is JMC a complaint box only now ? Why JMC's concerned departments do not personally take stock of all such civic problems ? Why should citizens complain against violators or neighbours to convert them into their sworn enemy in future ? Why should we cry to get milk ?
